Climate Resilient Cities

capacity: the ability of a system to adjust to climate change, to moderate potential damages, to take advantage of opportunities, or to cope with consequences.

hazard: A dangerous phenomenon, substance, human activity or condition that may cause loss of life, injury or other health impacts, property damage, loss of livelihoods and services, social and economic disruption, or environmental damage. Keep in mind quick vs slow onset hazards (e.g. lightning, changes in rainfall).
vulnerability: the degree to which a system is susceptible to, or unable to cope with, adverse effects of climate change, including climate variability and extremes. Vulnerability is a function of the character, magnitude, and rate of climate variation, to which a system is exposed, its sensitivity, and its adaptive capacity.
focus on humans; individuals; households; communities; exposure = geography; sensitivity = dependence
susceptibility: The inability of an organism or system to maintain resiliance to extremes, variability or infectious agents.
adaptation: Genetic, phenotypic, and behavioral attenuation of organisms to their environment such that they become less vulnerable to hazards. Adaptation happens immediately when organisms are able to survive and reproduce across environments. Organisms that adapt transcend crisis and react using resources or other mechanisms of plasticity and coping.
plasticity and coping: Adjustment in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderates harm or exploits beneficial opportunities. Occurs through cognitive, social, physiological, and other mechanisms that can adjust to a wide range of variability. Plasticity is the ability to respond to variability and a range of possible futures continuously and in a sustained approach. Coping strategies attenuate the use of resources to local needs and involve planning that hybridizes old and new knowledge and strategies in an exploratory process.
Various types of plasticity and coping can be distinguished, including anticipatory, autonomous and planned plasticity:
Anticipatory plasticity: coping that takes place before impacts of climate change are observed. Also referred to as proactive planning.
Autonomous plasticity: coping that does not constitute a conscious response to climatic stimuli but is triggered by ecological changes in natural systems and by market or welfare changes in human systems. Also referred to as spontaneous coping.
Planned plasticity: coping that is the result of a deliberate policy decision, based on an awareness that conditions have changed or are about to change and that action is required to return to, maintain, or achieve a desired state.
resilience: the ability of a system to resist, absorb, and recover from the effects of hazards in a timely and efficient manner, preserving or restoring its essential basic structures, functions, and identity.
robustness:the ability of a system to specified features when subject to assemblages or perturbations either internal or external.
